I'm not sure how long you've had this illusion linked to your site. I also don't know how much feedback you've gotten about it either but, anyway, here gos. . .
This picture appears to move because of the way the human mind works out the two images the brain recieves from your eyes. Remember, your brain merges the two images from your eyes and makes it into one. But, because your eyes are a certain distance apart, they each have a slightly differant persprective of the same image. That is why the picture stops moving when you stare at the center of one image or look at the image without moving your eyes. The image is static at the center because both eyes are focused on that one spot. Since you are not looking at the outer edges of your vision field your mind is still working on merging the two images. In an attempt to figure out the image your mind has your eyes scan the image in order to understand it. These slight movements of your eyes mixes the image again. Since your mind can't merge the two images into one. . . they appear to move.
There are several examples of this type of illusion. This is just the most elaberate one that I've seen.
